Who qualifies, and what the relief covers

ToR relief is for people who are moving their normal place of residence. In practice that means you are leaving the UK to live in Poland, not sending a parcel of gifts or shipping items to sell. The goods you bring should be ones you have owned and used for a qualifying period before the move, and they should be coming with you for your continued personal use.

What it usually covers

  • Personal belongings: clothing, books, kitchenware, tools, sports kit and the everyday contents of a home.
  • Furniture: beds, wardrobes, tables, sofas and other household furnishings.
  • Household goods you have been using, packed and listed on your inventory.

What it usually excludes

  • New or unused items bought specifically for the move rather than owned and used beforehand.
  • Goods intended for sale, hire or any commercial use.
  • Certain categories that carry their own separate rules and need to be checked on their own. If you are bringing a vehicle, treat it as its own question rather than assuming it travels under the same relief as your boxes.
